went to flagstaff once in 1997. beautiful city, friendly people, not so cold winter (around -5 to 8C).
it's a the gateway to visit grand canyon, so there are lots of tourists. naturally a town with tourists is a friendly town. it's also few hours drive from sedona.
you can check the weather of flagstaff at www.weather.com, it should also have the yearly stats weather about the town.
